We are pleased to announce the publication of the Regions Dual-use Open Strategic Autonomy (REGDUALOSA) policy brief. We are pleased to announce the publication of the Regions Dual-use Open Strategic Autonomy (REGDUALOSA) policy brief. Prepared by our colleagues at the European Commission’s Joint Research Centre (JRC), this study incorporates ENDR contributions and examines how regional innovation policies across the EU can help strengthen dual-use and defence capacities, enabling regions to make the most of the growing defence market. The study features three case studies, Andalusia (Spain), Podkarpackie (Poland) and Estonia, and explores regional policies and financial mechanisms supporting dual-use and defence industries. In doing so, it takes into account factors such as regional development levels, alignment with EU policy, and the role of key EU funding instruments, including the European Defence Fund (EDF). The study culminates in a policy brief that highlights identified gaps and success factors, and sets out 19 concrete policy recommendations that regions can use to strengthen their dual-use and defence industrial ecosystems.
