Die BWI GmbH (im Folgenden: "BWI") erwägt einen Rahmenvertrag im Rahmen eines Verhandlungsverfahrens ohne Teilnahmewettbewerb nach §§ 12 Abs. 1 Nr. 1 lit. b) sublit. aa), 14 Abs. 3 S. 1 VSVgV mit den Herstellern Samsung SDS Europe (Los 1) und Glenair GmbH (Los 2) zu schließen. Ziel dieses Rahmenvertrages ist es, Truppenteile der Bundeswehr, mit einem akuten Bedarf an Combat Clients unmittelbar und schnellstmöglich mit den benötigten Leistungen auszustatten, damit diese unmittelbar in Einsätzen und einsatzgleichen Verpflichtungen genutzt werden können. Der Rahmenvertrag soll auf 2 Lose aufgeteilt und mit einem Auftragswert von insgesamt 24.803.433,33 EUR und einer Obergrenze von 37.205.150 EUR vergeben werden. Inhalt des Rahmenvertrags ist die Beschaffung von taktischen Mobilfunkendgeräten nebst Mobilfunkzubehör, die Beschaffung von Software zur Steuerung und Verwaltung der taktischen Mobilfunkendgeräte (Los 1) sowie die Beschaffung von Bodyhubs nebst Zubehör (Los 2) und die Beschaffung von weiteren Dienstleistungen im Sachzusammenhang mit den übrigen Leistungen des Rahmenvertrages sein.
