Summary

Etablissement- og Terrænkommandoen (Danish Defence establishment command) is tendering a framework agreement for external advisory services on Arctic activities, mainly environmental and nature consultancy: soil and groundwater contamination, industrial environment, remediation, and to a lesser extent construction-technical environmental matters. The framework will be awarded to three suppliers, with each assignment competed via mini-tenders. Other authorities under FKO, notably AKO, may also call off. Forsvarets har flere aktiviteter i Arktis, herunder i Grønland og på Færøerne, der løbende medfører behov for indkøb af rådgivning indenfor navnlig miljøområdet. Tidligere og nuværende aktiviteter kan bl.a. have medført forureninger, som Forsvaret har ansvaret for at undersøge og vurdere risikoen af. Forsvaret har ligeledes ansvar for at sørge for, at både fremtidige og nuværende aktiviteter ikke udgør en risiko for miljø, natur og mennesker, der opholder sig på lokaliteterne. Der kan således også være behov for oprydning eller at afværge forureninger. I forbindelse med aktiviteterne i Arktis har Forsvaret derfor behov for ekstern rådgivning inden for bl.a. miljø og natur, i særdeleshed i forhold til håndtering af jord- og grundvandsforureninger og industrimiljø samt i mindre grad inden for det bygge- og anlægstekniske område, i det omfang det drejer sig om miljøforhold. Rammeaftalen tildeles til tre tilbudsgivere. Alle rådgivningsopgaver under Rammeaftalen tildeles gennem fornyet konkurrenceudsættelse (miniudbud) blandt de tre tilbudsgivere, der tildeles en plads på Rammeaftalen. De overordnede aftalevilkår samt krav til rådgiverne og ydelserne fremgår af Rammeaftalen med tilhørende bilag, mens en nærmere konkretisering af ydelserne relateret til den enkelte rådgivningsopgave vil fremgå af de honoraraftaler inkl. bilag, der tildeles gennem miniudbud under Rammeaftalen. Indholdet af de enkelte honoraraftaler kan variere i art og omfang, og Etablissement- og Terrænkommandoen (herefter "ETK") har således ikke pligt til at lade alle ydelser i ydelsesbeskrivelsen indgå i hver enkelt honoraraftale. ETK er en underliggende myndighed til FKO. Det kan derfor forekomme at andre myndigheder under FKO kan trække på aftalen, herunder navnlig AKO.
